All multiplayer games having lag hiccups

A couple months back my Motherboard died so I had to replace it, ever since I replaced it my computer will have a lag hiccup for a couple seconds which makes multiplayer games impossible to play. I've looked all over the internet and haven't really found any answers.

Specs:
-GPU: MSI GeForce GTX 1050 Ti Gaming X 4GB
-CPU: Intel Core i5 6500
-RAM: Corsair Vengeance LPX CMK16GX4M2A2133C13R 16GB (2x8GB) DDR4 Red
PSU: Seasonic XP-1050 Platinum 1050W
-Motherboard: MSI B250M Bazooka Motherboard

I'm not the best with the technical side of things so if you can help please be patient with me.

on the MSI B250M Bazooka Motherboard you have bios 7A70v13if not then download it here https://www.msi.com/Motherboard/support/B250M-BAZOOKA.html#down-bios
BIOS
have a fresh formatted USB stick download the bios from motherboard manufacturer stick the bios you just downloaded on USB stick recommend at least 2 bios's re-boot press the delete button repeatedly to get into bios select update select usb device flash it leave it to do its thing then you should be good with new bios

I did that about half an hour ago, played a bot match of League of Legends just then and it was still happening.
