All my games began to lag... I couldn't fix it.. so I factory Reset.... it made it worse.

During the summer, my games began to lag..
The dropped from 150 to 30..
I tried everything, even reducing the quality of the games didnt do anything. My games just played at 30fps.. everygame. 30fps.
DayZ?
30fps
Cs:go?
30fps
Quake Live?
30fps.

I thought it was a virus, so I ran scans and all that.
Got rid of some junk.
Did nothing.
So I gave up.. and factory reset...
When I was done installing all my games I opened up Cs;Go hoping for the best!
It ran..
at the lowest settings.. at 25-40 fps...
Then Borderlands played at 15..
I dont understand what my issue is..
So please I need an answer..

Did you lock your resolution in the control panel/nvidia/caltalyst,etc
