Question All ports on motherboard/chassis receiving insufficient power

I'm working on my first DIY PC build, have everything placed and hooked up, minus gpu as I want to make sure everything works before moving it over. Everything looks fine at a glance, all fans and lights are on, however, none of the ports are working correctly, plugging in a flash drive will get me two blinks from the drive before powering off (it's supposed to blink once then keep a steady light), HDMI and Display port are not giving me anything on a monitor, and holding the power button will not shut off the PC, it worked that way once but not after that.

Any input/advice will be greatly appreciated!!

Edit: USB ports WILL charge my phone

Your PC will not work without a GPU.

I forgot to mention in the original post I tried it with the gpu at one point, and all research I did pointed to it being alright as long as I had integrated graphics

Edit: After looking around again, I realized I must have interpreted wrong and now know the 3700x does not have integrated graphics
