All Programs Gone After Upgrading to Winodws 8 from Windows 7

I recently upgraded from Windows 7 to Windows 8, and, upon getting to my new desktop, all my my programs and drivers are now missing/uninstalled. All my files remain, only the installed programs are gone. Also, I get a blue screen of death when i try to use my phone as a usb tether and try to open Network and Sharing.

Regardless of how you install, the Windows 8 installation is going to wipe out your previous programs. There's probably a folder named Windows.old on your C: drive that contains your old installation, in the event you need to recover that installation. If you did a clean install, which it doesn't sound like you did, there may not be. A clean install would include deletion of all the previous partitions.

The rest sounds driver related.
