All programs report CPU fan at 0 RPM

For some reason, all programs that report the fan speed are saying 0 RPM.
I know this is not true, because I can still hear the fan spinning, even when I turn the other ones off.

But does anyone know why? Is it a bad thing or just a bug that can be fixed with a restart?

Now it's reporting my lowest CPU temperature as -0.5°C.
Are all of my sensors broken or something?

Where are you seeing these temps in a third party software program like HWmonitor and Speedfan or in the BIOS?
