All Programs Slow To Start On First Load

Hello,

So this problem has been bugging me for at least a year or more now. Basically, any program that is opened for the first time since last system reboot takes an extremely long time to load. After a program has been executed once, however, all further executions have very quick / normal loading times.

I've tried the following to no avail:

Defrag, Turning off start-up programs.

Everything is run from an SSD - ATA SK hynix SH920 m

One thing i have noticed that might be of help is that the memory usage shown by the task manager for any first-time process CRAWLS from initialization to its normal running memory.

Any insight would be appreciated

It's 90% full now (but i still had loading problems at least around ~60%)

I've never heard of sitting at login prompt before, so I've never actively done it so i couldn't say. Usually when i start my computer i login soon enough after the prompt appears
 
What are your specs? I'm specifically interested in your OS (32 or 64 bit), RAM, and page file size.

Try creating a new local profile and see if the issue follows. If you have a large local profile, it may be the issue. If you create a new user and log in and the issue doesn't follow, you've found the issue.
 


OS is 64 bit, with 16 Gb of RAM,

Page file size seems to also be 16 Gb (16311 Mb)
 


CPU runs at like 13%, RAM is 45% maximum. When the program first loads, it gains memory very slowly ( for example, a game that usually runs with 1gb of RAM, when i try to start the program i can see in the task manager it starts at about 50Mb memory, and very slowly crawls to its normal running amount. At that point the program actually starts completely.
