All sorts of turbo boost problems

I seem to be having some problems with trying to get turbo boost working on my system.

It started with there being discrepancies between the actual clock speed and what Windows was reporting as the clock speed, but when I updated to Windows 10, it just kept going further and further downhill.

At this point, I have turbo boost enabled through the BIOS on my computer but Turbo Boost is not a thing in Services or System Configuration. On top of that, whenever I try to install the turbo boost monitor, despite having an i7 processor in my computer (which is, by the way, still capable of Turbo Boost), the program tells me that it cannot install because I do not have an i7 processor installed in my computer.

I don't know how relevant this is, but it is a Core i7 Q720M and either Dell does have Turbo Boost enabled or somebody did a shoddy job of putting a custom BIOS on this computer.
 


I know it's not a service, but wouldn't it be shown in the System Configuration list like other computers with Turbo Boost enabled? Also, does the turbo boost monitor not work on computers with older i7 processors?

The driver is installed (at least what I could find on Dell's page for this computer) and Windows 10 is showing it as a Core i7 Q720M.

I found that there is another driver on the page for Turbo Boost, but this computer (the one that the driver page is for) doesn't meet the "minimum requirements" for the program.

I ran memtest and it recognized the turbo boost function (went all the way up to 2.8 GHz), but even after downgrading back to Windows 7, driver updates are helping nothing (still says I need to install an i7) and all processor monitoring programs I try to use say this processor is not able to be used for turbo boost (even though Intel's site says it can go up to what I got in memtest).
