[SOLVED] All video is stuttering while I am playing certain games.

Hey guys just wondering if yall can help me out, I have an i5-9600k and a gtx 1080ti with 16gb of ram and I am getting stutter when I try to watch youtube and even just windows media player when I am playing Path of Exile. I have tried running PoE in fullscreen windowed full screen and windowed and when I am selected on the game the video starts to stutter.

Dual monitors? Both running at same refresh rate?

give your video player higher priority for resources, this should eliminate your issue
