[SOLVED] Allocated 20 Mbps for pc, yet when downloading, only using <2.5 Mbps. Why?

I was helping my friend setup his new pc at my house. At the time, I allocated 20 Mbps (Direct Ethernet to the modem), but when his pc downloads a game(ex. Rainbow 6 Siege), the launcher says it is only using less than ~2.5 Mbps. After checking other forum posts, I still haven't found much help.

Downloading from Steam?
That is normal.

Steam reports in megabytes/sec.
Your router and ISP report in megabits/sec.
Approx 8:1 ratio.

2.5 * 8 = 20.
Exactly what you allocated.

Ok,
Is there anyway I can change this to increase speeds?
Also, my R6 was not bought off steam(ubisoft itself).
