Alt-Tabbing CS:GO Underclocks GPU

Whenever I alt-tab Counter Strike and tab back into the game, I notice a huge FPS difference... like a 60% decrease! If I don't alt-tab, the game eventually just freezes and forces me to alt-tab to continue playing... but then it seems to underclock my GPU and I have to close Afterburner and disable/re-enable my GPU and restart CS to solve it. IT'S SO ANNOYING.
 
Wait, I think I solved it! I found two posts and did both of them and it seems to have worked. I can now alt-tab without issues :) Here are the two links for anyone who has this problem in the future:

1st Link: In MSI Afterburner properties, in general tab, untick/disable "Enable low-level hardware access interface"

2nd Link: NVIDIA Control Panel> Manage 3D Settings. Click the Program Settings Tab and look for CS:GO in the drop-down, if it isn't there, click on the add button, and find the CS:GO.exe in your game directory. Once you've added it, click it in the drop-down if it's not already there, then scroll down the list to Power Management Mode, click just to the right of it, and select "Prefer Maximum Performance".
