Question alt-tabbing drops FPS and they do not go back up ?

main PC Specs:

Ryzen 5 3600
16gb of RAM
ASUS ROG GTX 1650 OC 4GB

So my situation is that when I start a game (mostly all of my games) my fps is very low like 30-35 or 15-20 depending on the game. I then press windows+control+shift+b, thus restarting my graphics card which after doing that it increases my fps for example in dota 2, opening it my fps is 30-35 then after doing windows + control + shift + b my fps increases to 120-220+. After that I will alt tab to go to chrome or to search things up and when I go back to the game it doesn't go back to the fps it should be at like dota 2 for example.

Also in nvidia control panel somehow whenever I change some settings to optimize my gpu it lowers my fps. When I get into game it decreases my fps and when I reset it to default settings it goes back to the fps I should be at but it goes back to my situation as in the previous paragraph. I don't know why this is happening but I hope you can help me guys. Thanks
