A few months ago i was going to upgrade my gpu and cpu from a 6870 to a 7950 and an i3-2120 to an i5-3570 however plans changed and i was not able to make the change, however now i have the money again except the card i wanted the 7950 is now $200 more than it was and $450 for a card is really expensive, so i was wondering what a good alternative to it was.
i dont plan on overclocking, and the goal is to play most games on ultra settings(mainly single play games, so no bf4 or whatnot).
Was looking into a gtx 760 but im not sure if there are better options.

hm well im most likely going to go with either the 760 or 670, they are similar in price and from all the benchmarks im looking at the performance seems to be about the same.

Afaik even gtx 660ti is toe to toe with 7950, so 670 and 760 should be faster.

Things to consider:

if you plan to add a second card, you want to go with NVIDIA

1 extra gig of vram in radeon, will be more and more handy in the future.

i do not plan on adding a second card any time soon, and i would have gone with the 7950 but my price range is $300
660ti,760,and 670 are all a big upgrade so any will work, however im just trying to get the most bang for my buck

Can't you wait it out? I think this miner boom is temporary, one month and this proces will reduce i think. It's also a Christmas around the corner, children want MOAR RAW POWA in their games, that they shouldn't play because of ESRB/PEGI/CERO and vendors use it to earn more money. I dont think its a great time to buy a pc.
