Looking to upgrade my old i3-3225 office pc. Looking to order parts by end of the day. Pc is only used for tax & accounting software and internet browsing so don't need anything super powerful. Looking for cpu/mobo/memory/storage upgrade and was looking to spend 300-400 tops.

I don't know anything about the RAM you choose, but I would pick a more well known brand. Why? If you have an issue, I don't know how well Neo will stand behind an RMA. Crucial, Corsair, etc will definitely stand behind their products.
I would also get a new power supply. The one in a 3rd generation Intel box has to be way past the "best by" date.

Single core performance difference is ~15%-20% (nowhere close to 100%).
In multi-core performance Celeron is weaker.
How do you figure? This is 10nm vs original 22nm. The IPC is 15-20% from rocket lake14nm+++++++++ which was 6% from the prior and so on. Its IPC increase is very likely over 100% 50% (50-75% I did some math) compared to a 10 year old i3.
