Question Always low GPU usage (Below 15%) but CPU usage is 85% - 100% mostly in any game. (Valorant)

PC specs:
Intel i5-4670
GTX 960 4gb
Was 8GB ram 1666hz, just bought another 8gb same speed. Now I have 16gb 1666hz
No SSD, only HDD.

I noticed that mini stutter become a lot worse, before its just every 3 mins or so, but now it's constant. I checked my temps and usage using MSI afterburner and saw that my GPU usage was always below 15% and my CPU usage was 85% plus, when all cores go to 100% that's where the stuttering happens. Can anyone help me? I think this is happening because of my GPU not working and my CPU does all the work.

Make and model of your PSU and it's age? Are the two sticks of ram the same(as in identical)? Make and model of your motherboard and it's BIOS version? What version of Windows 10 are you on at the moment?
