[SOLVED] Am I able to run Linux and Steam on a flash drive with a chromebook?

Solution
Chromebooks are not like other laptops, you can't boot off USB anything but signed recovery image. Some Chromebooks can be put into "engineering" mode allowing to replace they "BIOS" (it is not BIOS in the real sense) with eg SeaBIOS, which will then allow for Linux to be booted, but you'll lose ChromeOS, most probably.

There was also a way to boot Linux from within ChromeOS, check ChrUbuntu project.
