Am i able to stream with this internet speed??

With that upload speed you can't.

Um yeah not really. That is a very slow upload speed. I am not going to say you can't do it but if it does work your video quality will look very bad and if you are in a multiplayer game it will make you lag badly.

It also depends if those speeds are in MB or Mb (theres a huge difference between the two, x8 to be exact).
I would say with a high degree of certainty that you cant.
