Am I allow to install a PCIe 3.0 on a 2.0 slot?

I was researching ASUS website and it states that its GPU seems to support only 3.0 PCIe slots; however, I read that PCIe 3.0 is backward compatible with 2.0 and somewhere I read that 3.0 GPU do not uses the full potential of 3.0 and thus falling down most of the time to 2.0. Could someone clarify these issues. Thank you.

PCIE 3.0 cards are backwards compatible, so yes, it will work, but not be running at optimal performance. The difference can barely be felt, unless you do heavy video edition and rendering (and even then you may barely see the difference).
