Am i being bottlenecked?

So i recently bought a pc and i can't get my gpu to work more than 80%, i've tried a couple games but it's very noticable in fortnite where it drops all the way to 40% sometimes. I used to be able to push out 190-240 fps last year and now i struggle to even keep it over 144 fps. I've tried all kinds of tweaking to no avail.
My specs are:
Gtx 780
i7-4765t
8gb 800mhz ram
650w psu

that does sound like cpu bottleneck to me.
your pc is fine(not broken or anything) but the clock speed is just to low.
the cpu is really not meant for high fps gaming
i would recommend you to get something like a i7 4770k/i5 4670k if you dont want to replace your whole computer (motherboard/ram)

what i think: the cpu clock speed ist to low in game and the gpu is wasting its potential performance
as soon as you are back in the start menu your cpu doesnt have to process as many things (players and huge world)
and is now capable to keep up with the gpu hence it goes back to 90% (doesnt really benefit you but thats how your system is working)
as for the fps decrease from last year i cant explain. I suppose it has something to do with...
This CPU seems to be one of those energy saving ones (as indicated by the t) apparently it only runs with 2ghz on all cores.
I think youre right about the bottlenecking but before you go and get a new cpu you could download something like msi afterburner to check your cpu usage (it should be near 100 percent with this cpu)
If your cpu is at 100 and your gpu is not it means that your system is cpu bottlenecked
It could also be a lack of ram but thats hard to belive since you wrote that you have this problem in every game
btw your actual ram speed is probably 1600 (software like cpu z and hardware monitor doesnt tell you to multiply the number by 2) 🙂
 
I've been testing with the msi afterburner software and got the monitor thingy to work. It shows that neither the cpu or gpu is running at 100% they're both sitting at around 30-50% which is lower compared to a few months ago, maybe something is going bad in the pc? I also noticed that the hz rate of the gpu would go up and down during the game.
 
what are the games youre playing? it could be that they only support 2 or 4 cpu threads of your total 8 (so those thread are at 100% usage and the games just dont care about the extra cores and threads) which would mean that youre getting cpu bottlenecked anyway
It would also explain the rather low (total)cpu usage that you reported
to test this you can tell msi afterburner to show you the utilization of all 8 threads individually.
that would mean that maybe 1 or 2 cores/threads are at 100% utilization

also: whats the temperature of both the cpu and gpu like? pls test this while your in game

First of all, Thank you for your replies!
I did as you told me and found that 2 threads were jumping between 60-70%, 2 were at 50% and the rest were running 10-30%, but sometimes jump to 40% all at once.
I tested this in a fortnite playground match.
The gpu runs at 1032mhz coreclock and 3004mhz mem clock and stays around 60 °C
Cpu is at 2700mhz at 50 °C
I also noticed that my gpu usage is sitting at 70% after reinstalling windows.
Edit: after joining a normal game with 100 people i found out that its the same as before 60% gpu usage and 888mhz core clock speed
Edit2: Hmm, avs soon as i leave a match the clockspeed goes back to 1032mhz and gpu usage stays at stable 90%
