Am I bottlenecking my gpu?

Cpu: i7 920 @ 2.67Ghz
Gpu: EVGA gtx 970 sc
Ram: 6gb
PSU: EVGA 600b
MOBO and other components are from a dell 435t/9000, as is the RAM

I'm playing the division and I know that my cpu is under RecSpec but I can't even load the map on low settings without falling through, seeing through walls, and crazy stuttering even though this game is supposedly optimized for the gpu (it came free when I bought it). Since my computer is a dell I can't overclock my cpu. Am I just going to have to wait until I can build a new computer?
 
Solution
Quite a bit if you play games that can't take advantage of all the threads available. How much RAM you got? I'm guessing no more than 4 or 6 GB; which isn't enough for modern titles. The (micro) stuttering you feel might be just that you don't have enough RAM to write to.
