am i bottlenecking?

i have a gigabyte radeon 6870 oc edition and a Phenom II X4 945 and on most games my gpu aint even 50% usage my processor aint maxeing out i use msi after burner and cpu usage is low but when i check gpu its like 40 30% and the games im playing aint even getting 60fps when i should have no problem getting 60fps i also have a corsair cx 600w psu

are you looking at your total cpu usage or per core? i know MSI Afterburner can break it down by core... typically games are 1 or 2 cored things... and you'll only see 30-60% utilization on a quad core... when in reality 1 or 2 cores are hitting 100% utilization and bottle-necking you.

i would overclock my cpu but i never have and dont wanna **** up my pc lol i looked up overclock vids but just cant seem to get it down

my total cpu usage aint even close to 100% my video card and cpu are about the same year i didint think i would have this problem i play darksouls 2 60fps skyrim i even get good fps on crysis 2 maxed out about 50 60 fps but on games like state of decay and amnesia a machine for pigs my gpu aint useing 100% i just played mk9 with 60fps injustice 60fps so i dont know if its just the games or what?
