Is my Core i3-2100 bottle-necking my Asus Dual GTX 1070 OC gpu?

I'd say so, yes. Of course what resolution you game at, the v. refresh of your display, and the games you play will make it more or less so. This video suggests even the i5 bottlenecks it at 144 Hz.

Run something that monitors CPU usage vs GPU usage and start playing. The see if the GPU can ever reach at or near 100% usage.

Im gaming at 1080p playing next gen games. I have 16 GB of RAM already. Im thinking about buying an i7-6700K. Would that be perfect? Also is a new motherboard gonna make a difference? Cause I have an OLD Asus motherboard from like 2012. GPU Usage also does not go anywhere near 100 its more like 40s and 50s but it did hit 105 with cpu usage also at 100 in Mirrors Edge Catalyst wich is weird cause it plays at 30 to 40 frames.

I'd say that's a bottleneck in most situations. Depends on the game. If you are achieving the framerate you desire it doesn't matter.

Im playing games like {GTA V (runs horrible)} {Mirrors Edge Catalyst (runs okay)} {Mad Max (runs almost perfect at 4K)} {Dying Light (runs okay)} and im getting Mafia 3 and gonna play Gears of War 4 soon cause I got it free with the 1070.

An i7 would be ideal for that GTX 1070. But you could probably do just as well with one of the i5s if you are only gaming at 1080p/60 Hz.

How much budget is left for the board?
What board do you have now?
Do you plan to OC?

You would need new board, and ram, for an i7 6700k, plus an aftermarket cooler. Not to mention a new windows license, if yours is an OEM key. If this is your board, then after bios update, you could go with an i7 3770, or a Xeon 1230v2. https://www.asus.com/Motherboards/P8H61M_LX_R20/HelpDesk_CPU/ You wouldn't have to worry about changing anything else.

Im willing to upgrade my board and ram which Ive already picked out for the future. I downloaded Windows 10 from Microsoft.com so I shouldnt have to buy a OS key right?

Looks decent, i think ill buy it but I already have a Corsair H100 Liquid CPU cooler. Also the Sabertooth motherboard takes DDR4-2133 / 2400 RAM, will the DDR4 3000 RAM still work?
