CPU :AMD - A8-7600 3.1GHz Quad-Core Processor
GPU Gtx 1060 6GB Xtreme Edition
RAM: G.Skill - Ripjaws X Series 8GB (2 x 4GB) DDR3-1600 Memory

Yep, your CPU is a severe bottleneck to that GTX 1060.

Your CPU is definitely bottlenecking a 1060.
I would recommend you getting a Ryzon 5, really great processor it would remove all bottlenecks.

the best cpu you can get is the 860k or A10-7850k or one of those variants which isn't going to be significantly better than your current cpu. you are better off aiming for an i5-8400 or r5 1600 build.
