Am I doing anything seriously wrong with this build?

^agreed a better PSU is a better PSU not a bigger PSU, definitely recommend Seasonic.

I'm getting 4.3 on my 3570K (max 70-75C) on a worse air cooler than the noctua or the 212 and I'm set up for quietness. so 4.5 is easily achievable with the i5-4690K which has better thermal contact to the chip itself on better air, no need for AIO water, it won't be much cooler, and will be noisier and more expensive.

I agree that black WD is better than Blue, different market segment.
get the 4690K just because it's the same price and should run cooler.
Other than that is that really £148 on a keyboard. don't bother unless you are being paid to game.
Agree with legend on the H100i, not really worth it, might get you 2-4C compared to a good cheaper and quieter air cooler.
Get lower profile ram just in case there are issues with the cooler.
I disagree with the better mobo idea, unless you are going for a high OC, even then it's not going to gain you a lot, I don't think it's needed now a days.
Having saved money on the keyboard and cooler consider the i7-XX90k might be slightly more proof as I'm expecting that hyperthreading will be used more in the future given the multicore capabilities of the new consoles. Watch dogs recommends an i7, but it is poorly optimised.

I was going to be overclocking to 4.0-4.5 ish Ghz, whatever weorks at a decent temp, and especially if i'm going with i7 4790k i'm going to need something beefier like the h100i. Dominator platinum is very low profile.

I mostly hear that the blacks are better, also why on earth would I need a better PSU, that'sa 650W and the system only uses ~467W

Better does not mean more, the RM series aren't the best psu's for a high end rig, I'd recommend a psu from evga, seasonic or xfx, as they are more reliable oh and caviar blacks are more loud and not as reliable i hear
