Question Am I getting CPU bottlenecked?

My GPU never reaches more than 80% utilization in most games.

PC Specs:
CPU: Ryzen 5 3600X Hexa-Core 3.8GHz
RAM: Crucial Ballistix RGB 16GB DDR4-3200MHz CL16 RAM
GPU: XFX SPEEDSTER SWFT309 AMD Radeon RX 6700 CORE 10GB GDDR6 (NON XT)
Storage: 500GB M.2 SSD + 120GB SATA SSD + 1TB HDD + 500GB HDD
PSU: 620W SEASONIC S12II 80+ BRONZE

Ubisoft games are known to be more CPU intensive, and unfortunately most games still rely on 2-3 threads to do a bulk of the work.

Do these games spit out something more than what your frame rate was? Some games like Tomb Raider and Forza also give you how much time was spent on the CPU and GPU per frame.
 
There is always a limitation factor; usually cpu or gpu.
You really don't want to see 100% utilization in either cpu or graphics.
That would indicate no reserve for that resource and would lead to stuttering.

If you want to experiment, try this test:
Run YOUR games, but lower your resolution and eye candy.
This makes the graphics card loaf a bit.
If your FPS increases, it indicates that your cpu is strong enough to drive a better graphics configuration.
If your FPS stays the same, you are likely more cpu limited.
