Am i getting the FPS i should be getting?

Hey i average about 100-250 on CS:GO, my FPS is really unstable.
sometimes it would spike down to around 60 FPS.

Here are my specs:
CPU: AMD Phenom(tm) II X4 965 Processor 3.40 GHz
GPU: NVIDIA GeForce GTX 750 Ti FTW Edition
Mother Board: Asus M5A97 EVO
RAM: 16 Gb DDR3 Dual
HDD: Hitachi HUA722010ALA330 SATA Disk Device

Everything is stock fan
I currently have Windows 10
Does anyone have any idea if im getting the right FPS and why its unstable in game?
