am i having screen tearing?

umm Hi how can i find out if i have screen tearing? i have a syncmaster ld190n its pretty old like from 2009 and my screen freezes even if i have high fps on games like fortnite or league , also on league i used to have like 300+ fps and now it goes to like 120-180 am i doing something wrong , this post is not only for screen tearing but idk what's wrong with my build if i have something wrong my build is

RadeonRx460 4GB OC version(gigabyte)
4GBx2 hyper x 2133 mhz
1TB Western Digital
Motherboard: H110M-DS2-CF
And windows 10 64 bit pro
and my monitor as i said above is
syncmaster ld190n from samsung

i dont get freeze because of my cpu/gpu i mean my screen freeze i have like 80-90 fps stable and my screen freezes for a reason also my ram usage is always 30-40 while playing maybe less , same on hdd but my hdd sometimes goes 100% usage and idk why

by vital what do you mean ? also my rx460 is fully updated , maybe the problem is that i have an adaptor from vga to hdmi since my card doesnt have vga slot?

yeah but it says i have disable cpu throttling isn't that a problem?

No you don't have a bottleneck. I curious, what PSU are you using? And have you verified that your display driver(your gpu) is updated by checking AMD's site? That's the best way to make sure you have the latest driver.

i'm using an turbo-x 550w bought it like 30$ also my card is totally updated its on radeon's 18.8.2

turbo-x value II series 550w and also i mentionte the bottleneck because i was playing league and i was seeing that my card wasn't going more than 43% either my cpu could go above 43%

actually cut the bottleneck because on fort my gpu goes like almost 100% and my cpu aswell

A bottleneck would be your cpu maxing out and your gpu not. Or it could occur if they are both maxed at the same time.

so i actually have realised that its not a screen tear but i dont know what is it , i can't get it i get like random fps drops and idk where it is from.. i have seen that many people use my build and no one has problem with drops i dont know what's the problem
