[SOLVED] Am I missing something? GPU overclocking

I got into a dispute with someone selling a 970 gaming PC for 900. I told him 900 is a lot for a 970 now a days and offered him 650. ( other components included i5 6400, 8 gb ram nothing special) More than reasonable. He told me a 970 when overclocked performs similar to a 1060. I knowing the 1060 has more vram and better driver support know that’s quite physically untrue. And he responded that I was wrong and don’t know better, Is there something I’m missing about overclocking? Im just assuming a 1060 is better from real specifications.

well 1060 can be overclocked as well so thats not true. also are those prices in USD? cuz even 650 is too much for 970+ 6400
