Am I overclocking my i7-6700k correctly? And are the tempretures ok? Is there anything else I need to do? This is my first time overclocking.

All I did was go to the basic tuning tab in the Intel extreme tuning utility program and make the "Proccessor Core Ratio" say 45 instead of 42.
Everything else is the same settings that they were.

In the bios all I did was turn the XMP button on so the memory could run at 3000mhz like the packaging of the memory said instead of 2133 mhz that it was running at before i clicked the xmp button.

I ran stress test on the cpu for hours.
The temprature durring the stress test was 62 degrees celsius.
Idle is about 32 degrees.
It drops from 62 degrees to 33 degrees very fast when I close the stress test.

Cpu-z says the cpu is 4.5 gh/z when its being used by something that needs cpu power.
And if I just use things that don't use alot of cpu then cpu-z says it jumps up and down randomly very quickly and randomly. For example it says 600 mh/z, 1800 mh/z, 800 mh/z, 4500 mh/z, 2500 mh/s, etc. Is this normal?

My computer specs are:
I7-6700k cpu
msi z170 gaming m7 motherboard
nzxt kraken x61 liquid cpu cooler
evga g1 1000w power supply
4 sticks of g.skill 8gb 3000mhz ram
asus nvidia gtx titan x graphics card
Also can I overclock my graphics card with the program GPU Tweak that comes with it?

Sounds all good. Your temps look good and if everything runs fine, then its all good. If you want a higher overclock, you may need to bump up the voltage a little bit, but 4.5ghz is pretty good and average

Is it normal that the speed shown on cpu-z fluctuates randomly when the computer is not being used by a cpu intensive program?
When i run something cpu intensive like rendering a video, cpu-z shows 4.5 gh/s and it shows constant voltage.
But when just browsing the internet and doing nothing else cpu-z shows random speeds like 802 MHz, 1002 MHz, 1503 MHz and it shows a random voltage like 0.776 V, 0.1224 V, 1.232 V, 0.8 V, 0.84 V.
When i render a video with Handbrake or run a stress test the speed shown on cpu-z is constant but goes up and down slightly. Like between 4511.6 MHz and 4510.3, the voltage then also varies slightly between 1.216 V and 1.248 V.

Did I do something wrong thats causing this?
The cpu cooler is maybe not installed correctly? The screws (the ones that are placed in the 4 holes of the backplate) did not go in all the way when i tried to install them no matter how hard i tried to screw them in. (I stopped trying to screw them in all the way so i don't break the motherboard.)
Eventually i put 4 of the rubber rings that come with the case under the screws so the backplate doesn't wiggle when i move it. (the cosmos se case comes with 8 rubber rings. not sure if this is what they are for.) Then i wiped the thermal compound off the cpu coolers front and applied my own thermal compound onto the cpu(the thermal compound i used was about 2 years old that i had laying around).
Then i put the cpu cooler onto the 4 screws and tightened them with the 4 screw caps that come with the cooler.
i made sure they were very tight and the cpu cooler did not wiggle when i tried to move it.
To this day it maintains the same temps also. so i am not sure if that has anything to do with it but i am just mentioning it so everything is known to help you answer the question.

Sorry for being noob and paranoid. I am young and this is the first computer that i built. So that is why i am being paranoid. Sorry.
 
It is completely normal for the CPU to fluctuate like that. While you may not be doing so.ething. there are background processes that will be running from other program and windows that the CPU needs to use. Speed step is Intel's technology that has the CPU lower the clock speed when not under heavy load, so as soon as it sense a tiny bit of load from those back ground processes, it raises the clock speed to perform which causes it to fluctuate like that.
