Am I overclocking?

I've had this PC for over 2 years now. This is my processor: AMD FX-8150 CPU (8x 3.60GHz/8MB L2 Cache). So my processor is 3.6 gigahertz, but this program that monitors things in my computer clocks it in at 3900 megahertz, sometimes a bit higher (like 4200). Does this mean I'm overclocking? If so, how I can stop that? I've been having some problems with my computer lately and I just want to make sure that's not the problem. I never set it to be overclocked, so I think it might have come from the factory that way, I don't know.
 
Thanks for the reply. Just wanted to make sure that's okay; I've been finding in readings of people having problems when overclocking and so on. My computer gets unresponsive sometime then blues screens, or sometimes just straight to a blue screen. Nothing happens at any particular time, so I was thinking it was probably a hardware problem. I've ran a memory diagnostic and it didn't say anything was wrong. I also scanned the hard disk for erros with HD Tune Pro. It said every sector was good. All drivers are up to date and I don't have a virus as far as I know. The BIOS is up to date as well.
