Am I running into a bottleneck???

gpu: gtx 1070 SC 8gb
cpu: I5 7500 (3.8 turbo)
psu: corsair 750w TX
ram: 8gb hyperx
hdd: 3 tb Toshiba
mobo: b250m pro4
monitor: 35in vizio HD 1080p 60hz

My question is pretty clear. Am I getting a bottleneck? I can run the witcher 3 at ultra (with hair works on) at a stable 60fps, as well as the division (ultra ultra). though when i run far cry 5 on high I'm all over the place (normally 60 drops to 45 fps) and the same for ghost recon wildlands. I'm replacing the thermal today so that should do somewhat of the trick. how do I fix the problem? could it be something else? Ive reset on my os and did the updates as well as added some performance in the bios. can someone please shed some light on the problem lol. I just want a gaming pc agian

Secondly what sort of CPU utilization is happening in task manager during gameplay? If you are hitting 100% then its probably a bottleneck. Ive seen some people say Wildlands and Farcray are very CPU intensive.

Finally are you hitting a RAM limit? Both games are probably pushing that 8GB of RAM pretty hard, anymore 16GB is the new minimum.

my cpu is hitting 100% but no the ram isnt really the problem (though i will upgrade once i find the solution to this problem lol) i get good percent and levels on it. so I need to update the cpu? ive heard good reviews and read some sites saying it was a good match. is that not the case anymore?
