Question Am not able to remove a certain file

Hey guys I am really stuck here. Usually I can figure this out myself but I am at a loss with this one.

I have a certain file on my PC that windows defender marks up...ok just let windows defender do its course right?
Wrong, It crashes as I press "Start Action"

The odd part about it too is that Malware Bytes, Comodo, and Avast doesn't ring this file up as bad or anything.
I cannot delete this file for reasons unknown...The windows delete bar sits at 0% and I had it running overnight to 0% still.

Any help?

ugh, the UN-deletable file problem. I have some remarks prepared, this turns up a lot.


WARNING - DRAGONS AHEAD - YOU CAN SERIOUSLY SCREW THINGS UP -
if you are SURE the file can safely be deleted (not a windows file), write the location of that file down so you know where it is on the drive later.
My Canned Rant about Deleting Stubborn Windows Files-
Boot to a USB drive with linux on it. once the system boots to the USB drive open the file explorer, mount the hard drive if needed and delete the file/files/folders. Linux is not bound by windows permissions. After file deletion reboot to the hard drive. Remember to remove the USB drive.
