Depends a lot on your budget, & where you're willing to leave room for future upgrades vs. maximizing current performance.

-- If you're not worried about overclocking, or aren't thinking about a massive water-cooled system, then you probably don't need an X370 board. A B350 board will save you some cash, as it will let you overclock just fine. How much you'll actually save, though, depends on what other features you're looking for. For example, in Gigabyte's boards, the primary (at least IMHO) differences between their AB350-Gaming 3 board & their AX370-Gaming 5 board are the SLI capability, x8 PCIe slot, U.2 SSD slot, & USB3.1 Gen 2 Type C port on the X370 board; if you need those features, you get the X370 one, but if not you save the $90 USD & get the B350 board.
-- The "X" CPUs don't have their own cooler, so you have to include that in your budget. The non-X CPUs (i.e. Ryzen 5 1400, Ryzen 5 1600, etc.) come with a Wraith cooler from AMD, & it's good enough for light-to-moderate overclocking if you need it. Again, that saves you not only on the CPU (1400 < 1500X by ~$20 USD, 1600 < 1600X by ~$30 USD) but on having to buy a cooler as well.

thanks i have a h100i now. should i go cheap on the mobo if i plan to upgrade later ? which mite be 1800x an hopeful rampage orAsus - ROG CROSSHAIR VI EXTREME EATX AM4 Motherboard if one comes out

You can save the GPU and PSU, that's about it. (Though that PSU looks pretty bad, bronze and 750Ws ugh)
HDD "works" but is kinda dumpy, should upgrade to an SSD (250/500gb) and a 1TB HDD
Display is... fine, but it sounds like a repurposed TV, so i'm sure it looks pretty terrible.
X370 is fine, but don't be fooled by those insanely overprices top end boards, they offer almost nothing to justify their higher price tags. a $90-150 mobo should be all you need.
