Question Stuttering and mini-freezes ?

Hey, so I've been having issues for like 2 months.

I was playing fine for months before the stuttering began and I cannot find a way to fix it no matter what I do, this bugs me because I've never had issues I couldn't fix before and this feels literally unfixable.

I have stuttering and it sometimes feels like mini freeze or like I'm skipping a few frames, I can see my monitor acting weird when it happens.(looks like I lose signal but I don't). I don't drop frames and that is the weird part, everything seems fine but it's not. Tried different brand new DP 1.4 cables and also ordered a new dp 2.1 and currently waiting for it. Monitor got tested by zowie service and is fine. Temps are perfectly fine. Currently using W10 PRO

MOBO : MSI B650M Gaming Plus WIFI 1.70 BIOS (currently) b650 aorus elite ax F31 BIOS (previously)
Both motherboards on latest non-beta bios

CPU : 7800x3d (currently) 7600x (previously)
RAM : G.skill TridentZ z5 neo 6000mhz 32gb (2x16)
PSU : Be Quiet 750W Platinum Straight Power - CORSAIR TX750M
GPU : RTX 4060-RTX 2080
M2 : 990 PRO 1TB (currently) 980 PRO (previously)


What I've tried:
  • Changed CPU from 7600X to 7800X3D
  • Bought a new motherboard
  • Bought new m2
  • Bought new GPU
  • Tried different PSU
  • Tried different RAM kit
  • Tried different GPU drivers after uninstalling with DDU
  • Tried different CHIPSET drivers
  • I've done many fresh installs
  • Disabled MPO
  • Disabled GameBar
  • Switched PCIE to gen3
  • Disabled FTPM
  • Tried capping my frames
  • Currently testing PBO Curve optimizer on negative all cores -25 (Seems a lot better)

I've tried literally everything there is. It shouldn't require this much to run well.

Did you recreate your bootable USB installer to rule out a corruption? Speaking of installs, did you install the OS in offline mode, then manually installing the latest drivers relevant to your platform in an elevated command, i.e, Right click installer>Run as Administrator?

PSU : Be Quiet 750W - CORSAIR 750W
Be Quiet and Corsair are brands for the units while 750W is the advertised wattage of the unit, can you mention the model for the units?

For the sake of relevance, please include the BIOS versions for your respective boards. Did you clear the CMOS after verifying your BIOS was successfully flashed? You're currently working with the MSI board and have reinstalled the OS?

Currently testing PBO -25 (Seems a lot better)
Using Ryzen aster, try and use Curve Optimizer?
 
To solve the stuttering and freezing issue in games, first ensure that all drivers and BIOS are up to date. Then, disable features like MPO, GameBar, and FTPM in the BIOS settings, and set PCIE to Gen3. The PBO -25 setting you are testing could also be helpful in reducing issues. If the problem persists, a clean installation of Windows is recommended, and make sure to install the correct drivers for the GPU and chipset. If the issue continues, check that the cables and monitor are functioning properly, and testing different graphics cards and RAM could also help.

I updated the post with the information.

I did recreate my USB installer by re-downloading the iso and creating it with rufus everytime.
Could the USB itself be bad? Other people's PC that I used it on run just fine tho.
I did install in offline mode and installed drivers as admin before plugging the ethernet cable back on.

I did re-install OS after changing motherboard and reseted it after updating bios yes.

I use pbo curve optimizer on all cores negative 25 via the bios, not ryzen master.
I tested with OCCT, -30 was unstable so I went with -25.

I've noticed that sometimes the freezes are even on youtube/twitch.

I've done all these but sadly I haven't found a solution yet.
Also done fresh-installs and still nothing.
