There isn't much stopping scalpers from getting a prime account.
If a company wants to stop scalping, they need to take a 2 prong approach.
The first part of the solution, is to limit orders to 1 per home and purchase method (included entire generation of a product and all SKUs, thus no buying a reference, then each AIB variant).
The second part of the solution, is to then allow unlimited back ordering. Effectively give customers the same purchase options as many businesses. For example, it is common to see suppliers offer lead times and back orders.
With both parts together, you eliminate the the pull factors for scalpers, since anyone who wants a card at MSRP, can purchase it, even if supplies are initially low, customers will just see statuses like "Ships in 2-4 weeks".
