Why is amazon charging a outrageous fee for my shipping when its website and other websites say that if you buy from the same merchant it will only charge you once... not a thousand times.

"Amazon" isn't charging shipping, "Wizards of the Coast" is.
 
amazon is not selling the items. a vendor using the amazon website is. that merchant is "multiverse gaming"

those repacks are $5 each. its a very common ploy to put item cost as low but shipping cost high. this is done for two reasons: 1) sometimes it bypasses seller fees or lowers them since less is charged on shipping (although most sites are onto this trick) and 2) buyers are more likely to view their content since it shows up cheaper. while shady, its not exactly uncommon.

you're not going to get 998 repacks for $10 and $5 shipping. i would have thought 1 cent for each pack gave it away.
 
True, it's shady selling tactics. Similar to ebay, selling an item at first glance for $30 cheaper than everyone else, but with $50 shipping while everyone else has free or $5 (reasonable) shipping. The 'shipping' fee is in essence their selling price hidden as S&H. If it looks too good to be true it usually is and it's usually a worse 'deal' than a regular one. On the bright side, they have charged almost $5,000 in shipping but look! You save $1 with a promo. (such a deal!)
