Ok, if i am to check for potentially good deals on used 1080ti cards when i see "used like new" on amazon how sure can i be the card is actually ok?
An apparently untouched item in perfect condition. Original protective wrapping may be missing, but the original packaging is intact and pristine. There are absolutely no signs of wear on the item or its packaging. Instructions are included. Item is suitable for presenting as a gift.
It may look untouched but it doesnt mean it wasnt heavily abused, say, in mining farms. There is no indications, photos or descriptions of particular product. Maybe anyone had an experience of buying such products on amazon?

I've bought several used like new items from amazon warehouse. All of them were like new and were hardly used if at all. They're likely returned items before the 30 day period where it goes back to amazon and not the manufacturer. It happens a lot. It's not like you're buying from another person or company when it's from amazon them self.
Video cards, not so much. However I did buy a Samsung 8" tablet and a Predator Helios 300 labeled as "used like new" and they have been great for me. Generally it is a manufacturer refurbished item or an original packaging damaged kind of item. Generally there is nothing to worry about. On top of that most of them come with a warranty and Amazon has a great return policy if you decide that it isn't for you.

Amazon rules says if it's 'refurbished' it would be stated as such.

Who is selling it? Amazon? The manufacturer of the card? Post a link to it.

If it is sold by the manufacturer it could be fully functional cards that were returned or cards that had the original box damaged or something of the like.
Yes, amazon is selling it. It is to be shipped from amazon warehouse

Oh well, i guess i only have to guess why was it returned in the first place, right? :D

People make dumb buying decisions far too often where they actually didn't need it, it wouldn't work for their situation, wasn't what they wanted or expected because they didn't look at it closely or they just didn't like it. For this case, they might not have seen that it doesn't fit their case. They're often heavily discounted too which is why I've bought so many of them. All of them work perfectly like new.
