"Although in theory, requests for the data stored in this new data center should comply with the strict German laws, it's still unclear whether the U.S. government will be prevented from accessing that data as well."

It most certainly won't stop the US Gov from issuing national security letters to Amazon for it's information. They will have to comply because they are also incorporated in the US, therefore it's a US company and subject to US law (or lack of respect thereof).

Even if it wasn't subject to US law just how long before the NSA and/or CIA, the UK's verson of it, or even German intelligence, or should it branch to the Middle East, Mossad, infiltrate the center.

Laws are not respected at all by any spy agency save when it's convenient.
