Ambient noise: Platinum vs Bronze PSUs?

Hi,
I'm extremely sensitive to ambient noise coming from my PC. I'm trying to buy new parts for it so it makes less noise.

Is there a marked difference in noise created by Bronze 80+ vs Platinum 80+?
(i don't really know what the 80+ means)

I'm using a Geforce 980ti GPU, which does make some noise but it's more the constant droning that drives me mad.

80 plus is a measure of efficiency.
Noise in a pc comes mainly from fans running at higher rpm.
In the case of power supplies, there are two things you can do.
1. Over provision the psu so that it loafs when delivering power and the cooling fan does not need to turn on.
2. Buy a higher efficiency psu which will not need to run the fan so much.
Gold and platinum rated power supplies are very efficient and the fans will normally not run at all.

Any fan that spins will not be truly silent. But it can be so quiet as to not be noticeable.
Favor larger fans that will spin slowly and move more air per rpm.

A good case helps too.
