Question Ambulance-like siren coming from motherboard when booting up a game?

Whenever I boot up GTA 5, an ambulance like siren noise starts, and turns off when I end the process. When monitoring CPUID HWMonitor, the processor had reached a max of 100 degrees Celsius when the siren started. Currently, the idle temp sits around 70 degrees, with "Core #0" at consistently higher temperatures than that of the other cores. So, I'm assuming that the siren noise occurs whenever it reaches 100 degrees, but my question is how can I lower these temperatures? I have already set the settings in BIOS to be at default, and I just dusted out my CPU (stock) heatsink. Should I reapply thermal paste?

certainly if you are hitting 100C, it's entirely possible what you are hearing is the CPU fan itself, or, a warning tone generated by the motherboard about the thermals, etc...

Apply new thermal compound, and make sure cooler is locked down at all 4 corners...
