Question AMD 3rd gen

Actually I want to buy a new computer but I don't know if I should wait for the new amd cpus or buy it now, I don't know much about PC but if anyone here could advice me about what PC should be good and what I need to know to upgrade the CPU in a future.

Depends on what you have as your existing CPU. If you have an i7 6700k/7700k or first gen Ryzen, I wouldn't be in a rush to upgrade.
If you have something like an older non K i5 say an i5 2400, you can get pretty good deals on first gen Ryzens if you look around. But might be worth to wait and see what Ryzen 3000 offers.

And the main question. What you will do with your pc? Gaming,editing....?

I play games, I used to play on consoles and bought my first PC on 2013 and never upgraded it at all only the GPU but, now I want to buy a new one, so I was thinking to buy it now but don't know what cpu would be ok, I had an old a8-5500 quad core, I am looking something much better and not too expensive, I have $1100.00 for now.
I have heard that six cores cpus or higher will be better for the future games but I don't know.

Look on the used market, you can buy like a prebuilt i7 2600 mini tower for like $150 and just change out the power supply (if the GPU requires a power connector) and slot in your graphics card. Old as the i7 2600 is, it will run rings around that a8-5500.
