I am planning on buying a 5970 to replace my 650 ti - the upgrade is only 44 pounds and would be significant, however i found some articles showing a 5970's power consumption under 400 watts, and some over 500 watts. If it is too much for a cx 430 for a few months, could i atleast underclock it a bit?? What happens if i use this card anyway and my cx 430 can't handle it at full power? keep in mind i use an i5 stock at 77 watts and nothing really demanding on psu. I'm just looking for a safe way of using this card on my cx 430 with a stable clock.

Yeah, no.

The 5970 has a TDP of 294. When combined with stock parts elsewhere, you're looking at around 480-490W power draw, respectively. I'd go for a quality 500-550W power supply, or more to give your comfortable overclocking room.
