AMD 7950 not using 100% gpu in BF4

My buddy is having issues with his 7950 fluctuating its gpu usage in Battlefield 4 from anywhere between 55% - 100%, but never consistently staying around 100% like it should. The 7950 is currently oc'd to 1100 core and 1450 memory. His other specs are an Asus m5a99x motherboard, an FX8350 oc'd to 4.8ghz, and 16gb of 1866mhz ram. He is using WIndows 8.

Any thoughts on what is occurring? One of my guesses is the card is throttling itself and maybe his 7950 clocks are to high?

Nope. Vsync is turned off.

He just lowered his video card clocks and we're checking to see if throttling was the issue.

What frames are he getting? Also he might want to check for the CPU or GPU overheating, which will cause them to throttle.

Frames are pretty dependent on the map. But they were dropping down to 20's for split second when streaming.

So he put the video card back to stock, and sure enough the gpu usage is staying close to 100% usage. Throttling for sure was the problem.
