I am just wondering if the AMD 8350 at 4.0ghz, no overclocking will bottleneck any mid range gpus? I plan on using either a Sapphire R9 270x Vapor X or a EVGA Gtx 760. Possibly might upgrade to a 770.

That CPU will not even bottleneck a GTX Titan, do a bit more research, the term bottleneck is misused a lot of times and I believe this is a clear case of that . Hope I helped anyway!
If you look after your PC - keep it clean and free of viruses, then you won't have any sort of problem. Especially with a FX8350 slowing down a R9 270X.
Thanks guys. Do you guys think this gpu/cpu budget combo? I plan to game in 1080p and 30-60 fps and stream in 720p in 30/60 fps. Would this work? Or can someone reccommened a similar priced cpu that will work well with gaming and streaming.
I was checking out the i7 4770k/4790k but it is a bit out of my price range.
Watch_Dogs is simply poorly optimized for multiple cores. You'll notice the same thing with something like the Assassin's Creed series. In games that use multiple cores however, it'll definitely not bottleneck.
