AMD A10 6800K Flucturating between 3.8ghz and 4.2ghz

CPU 4.2Ghz but flucturates between 3.8ghz and 4.2ghz, How can I stop this from happening.
I have a AMD A10 6800K and it says I have 2 cores and 4 logical processors is this normal. I'm running windows 8.1

normal stuff but you should actually be going from 2ghz to 4.1ghz and turbo up to 4.4ghz

got your bios up to date via your motherboards manufactures website?

No, I've never understood how to update a bios. I have a gigabyte GA-F2A55M-DS2
