AMD A10-7860K Radeon R7 Processor not using all cores?

I have a friend who got a new computer with Windows 10 on it a few months ago, and he's been having issues with the computer. It was from a company that built the company for him, and it's been blue-screening since day 1. He's also having another type of problem where everything just freezes. He can only see that single frame while all of the applications in the background shut down, and he has to force it to reboot. This second one is more common.

I took a look at his computer to see if I could find a DMP file but there wasn't one from today. I checked his Task Manager and found that his CPU usage was switching between 60%-100% usage with minimal programs running.

The exact CPU he has is an AMD A10-7860K Radeon R7, 12 Compute Cores 4C+8G.

However, when I looked in Task Manager, it showed only 2 cores. I looked into it some more and it seems that this particular CPU has 4 CPU cores and 8 graphics cores, but I'm still only seeing 2 cores in Task Manager:

Am I understanding this correctly? To me, it looks like the computer is not recognizing 2 of the CPU cores, and there should be 4 instead of 2. If that is the case, does it seem like this could be the cause of the issues he is seeing?

CPU Power Saving Features like Cool n Quiet will run the processor at lower levels when not under a heavy load.

You may have defective memory. You may try using just one stick or try running MemTest 86.

You may also have some type of warranty or guarantee with the unit.

Most of AMD's CPUs use a 2 core Module system. Windows is detecting each module as a core. Under logical processors you can see 4 cores.

Also, the CPU will downclock automatically to reduce power and heat, this is normal.

All apus and fx show as half the cores but if you look it says 4 logical processors. This has to do with amd's architecture and 2 cores per module. They share resources so windows shows them like this because it uses the separate modules before the cores that share. They do in fact still have 4 cores.

He should have returned if much sooner but it should still have a warranty after a couple months. It will probably just take longer than a rma. We can still try to help diagnose the issue but warranties are nice to take advantage of sometimes.

If another company built it, I'm thinking cyberpower or similar? This isn't an oem prebuilt? Then they go cheap on the psu which can cause issues. The cpu isn't showing any sign of issue. Check temps of everything. Use something like bluesreenview to check the bsods.

I tried this but there were no memory errors detected.

It seems to mostly happen when he's playing games, his CPU usage spikes way high. However, the computer has frozen when he tried to boot it up a couple times.
