AMD A10-7890K vS. AMD A10-9700? Which is the better option

AMD A10-9700 is the 7th gen whilst the AMD A10-7890K is the 6th gen.

Better in what regard?

Both are going to be considered slow at this point, and AMD has a newer CPU with on-die graphics which will run circles around them.

The only reason to consider either of these would be if you find one at a price that can't be matched, or already have a motherboard in need of one of these CPUs.

The A10-9700 has a DDR4 memory controller in it.
The A10-7890K has a DDR3 memory controller in it.

Both are 4-core CMT parts, consisting of 2 modules with 2 ALU sections and one splittable FPU each.

The A10-9700 uses Excavator cores, so are more efficient, clocking those cores at 3.5 GHz, with a boost clock of 3.8 GHz.
The A10-7890K uses the older generation Steamroller cores, so are less efficient, but clocks those cores at 4.1 GHz with a boost of 4.3 GHz.

The A10-9700 CPU has a 65 Watt TDP.
The A10-7890K CPU has a 95 Watt TDP.

The A10-9700 has 384 shader cores that run at 1.029 GHz.
The A10-7890K has 512 shader cores that run at 866 MHz.

You will probably get similar performance from either CPU, but may see one or the other do better under specific conditions.

If you are putting together a completely new system, it is inadvisable to build based on either of these CPUs.
