AMD A4-4000 APU Stuttering While Playing 720p or 1080p Youtube Videos

I built a media pc based around a a4-4000 apu for my home theter setup and for some reason only while watching youtube the video will stutter every 30 seconds or so for about 5 seconds. While the video is playing the cpu is at about 50% usage on both cores (I have not looked at the gpu activity yet) but when it starts to stutter it goes to 80%-100% usage on both cores. On that PC all that I have running is Avast antivirus the AMD CCC and Realtake audio drivers. I will name the specs of the pc below this paragraph but as far as I am concerned this PC should be able to play any video in 1080p or 720p. Also note that I have Netflix to boost to the highest quality that the video you are watching is filmed at and that has no problem playing 720p and 1080p video. I hope that this is just some sort of driver issue and not a component issue.

CPU- AMD A4-4000 APU
Mobo- ASRock FM2A75 Pro4-M
RAM- G.SKILL Ripjaws Series 4GB
PSU- Rosewill RV350 350W

I also have a wifi pci card but I know that is not the issue because it maxes out our internet which is only 15mbps.
 
Go to youtube and select a video. pause it. Right click on the video and select settings. Go to the display settings and see if hardware acceleration is selected or not. If it is, uncheck it and see if the video still stutters. If unchecked, check the box and try the video again. Also check to make sure you have the latest flash player version.

Also make sure you have the latest drivers for your processor. Don't rely on the windows drivers. They aren't good enough.
 


Thanks for the answer man I checked all that stuff it is all on and up to date. I found the real reason why it was not working though. The processor is actually not fast enough to keep up with the way youtube is played at least that is what I have come to find. The evidence is that 1080p worked smoothly on netflix always but for youtube on any browser would be choppy for about 5 seconds every 20 seconds. The APU is set to stock clock of 3ghz with 2 cores I overclocked the APU to 4ghz and now youtube works smoothly. I also overclocked the North Bridge on my mobo and my ram which helped a lot as well. Anyways I hope anyone with this problem will read this and find the answer!
 
Well I thought I had the problem solved but it is doing it again but this time only in chrome. When I play the same youtube video in IE it works just fine. The biggest problem I am seeing with this is that in chrome youtube uses double the cpu cycles that IE watching youtube does. When playing a 1080p youtube video in chrome the cpu runs at a steady 60% usage with 100% usage spikes every 20-30 seconds. When playing the same 1080p video in IE the CPU is at about 20% usage with almost no spikes in usage.

As far as I can tell since chrome has a built in flash player it might just not be as optimized as the flash player you install from adobe that IE uses.
 
Youtube is now playing native in HTML5. Google uses a vp9 codec that is not optimized to use CPU instructions (like SSSE3) or multicore. Instead of IE that uses H.264/AVC codec. Just look at those screens with the test that I made with the same video playing in 1080p in Chrome and IE.
