Both are listed as having a TDP of 65 watts. Application is a home theater PC, with mini-ITX case and motherboard. No gaming duty, just video (TV, youtube, netflix, etc).

Other notable specs:
A4-5300 - 2 cores, 3.4 GHz, 3.6 GHz turbo 1MB L2 cache. Graphics: HD 7480D, 723 MHz
A10-6700 - 4 coes, 3.7 GHz, 4.3 Ghz turbo, 2x2MB L2 cache. Graphics: 8670D, 844 MHz

Solution
The OEM AMD heatsink is likely okay, but can get loud when the APU(CPU) is under load, like when streaming video content. You should be fine.
