I am thinking to build a amd a4 comp can it run gta 5 at lowest settings or get a core 2 duo with new graphics card my buget is 100$ for cpu mobo and gpu

The A4 is extremely weak. There is no way you can get anything even remotely capable of running modern games even at low settings with a budget of 100 dollars for the three core components. Save your money until you can afford to buy something worthwhile, meaning, at least capable of entry level play, or you'll be wasting your money.

I can get core 2 duo for free, and mobo for 25 $ and 25 for ram can a good 50$ make gaming ppssible i can go upto 80$ for graphics card

The Core2Duo is very old by now, and is going to hamper performance significantly, but even more important is the fact that you can't get any kind of capable graphics card for that price.

And that or the R7 360 are the lowest model cards I'd honestly recommend gaming on if you don't want to just be frustrated.

What is the model of the Core2duo you can get for free? You need to understand that a lot of games now won't even let you install or play them if they don't detect at least a quad core CPU.
