overclocked my 5600k from 3.60 to 4.20 ghz
and ran cinebench but noticed little to no difference to stock clocks (1 point more)
and noticed it showed up as 2 cores 4 threads
is this correct?
or is it a bios setting?

Technically, the A8'5600K is 2 cores/4 threads, just by their very makeup. That's essentially AMD's marketing.

Some programs will read it as a Quad Core, others a Dual Core w/Hyper-Threading.

As for the OC, the 5600K boosts to 3.9GHz at stock.... so you've got a 300MHz OC there. I would expect it to correlate to a bit more performance in something like Cinebench but, at the end of the day, they're not overly strong 'cores' to begin with.
